The Indispensable Role of Judges in Curtailing Excessive Pretrial Detention and Closing Rikers Island
Including the Data Collaborative for Justice, a coalition of organizations convened by the Campaign to Close Rikers produced a research and policy report spotlighting the indispensable role of judges in ending New York City’s reliance on pretrial detention and meeting the legal mandate to close the jails on Rikers Island. This new report documents research findings showing how judges’ decisions around bail, detention, and case delays are driving jail overuse—and offers concrete policy recommendations for the state court leaders, mayoral agencies, and the City Council to ensure more equitable, evidence-based judicial practices.
